The Latin phrase you mention is a quotation from Konrad Celtis (1459-1508), scholar, poet, leading humanist in Germany and Austria.
This sentence means literally :
“We are frustrated with our  hopes and we are lacking  time. Death laughs at all our cares. Life is anxiety, nothing else”.
